Bitcoin is completely autonomous, right?

My understanding is that Bitcoin is just code which is designed to run completely on it’s own with no governing body controlling any aspect of it or even representing it in any way.
But this article from Motley Fool seems to imply otherwise. Here’s the quote, what do they mean?
