Bitcoin VS Goliath? Or the other way around?

Is Bitcoin, the protocol, truly politically neutral? If it Bitcoin really doesn’t have a dog in the race of human affairs, than each participant/owner has a voice on the basic use case of the protocol regarding whether it gets used to support the bully or the victim.
For instance, how does the global Bitcoin community support the little guy, Ukraine, against its bulling neighbor, Russia? We are witnessing an unprecedented intervention by pseudonymous wallets on the nation state level … outside of maybe wikileaks, which was more on an institutional level.
I guess we could also think of El Salvador VS the IMF as a David VS. Golliath scenario too. Thinkings?
